The technician measures rather than guesses. Suction and discharge pressures, temperature split across the coil, current draw on the compressor and fan, capacitor microfarads under load. Those four readings separate a gas problem from an airflow problem from an electrical problem, and they take about twenty minutes.
Gas is the one to be careful about. A unit that has lost refrigerant has lost it somewhere — recharging without finding the leak means you pay again in two months. We pressure-test and trace the leak first, tell you where it is, and then you decide whether to repair the leak or just top up as a stopgap. Both are legitimate choices; we would rather you make it knowingly.
Most AC failures in this climate are dirt failures. Coils pack with dust, filters choke, drains silt up, and the system slowly loses the ability to move heat until something gives up. A service is a clean: filters, indoor coil, blower wheel, drain line flushed, condenser coil washed, refrigerant pressures and electrical connections checked.
Done before summer, it is the cheapest thing you will spend on the system all year. Done in August when the unit has already failed, it is a repair.

Often not. Refrigerant is a sealed charge — it does not get "used up", so if it is low there is a leak. Gradual loss of cooling is more often a dirty condenser or a choked filter. We check airflow and pressures before selling you gas.
Yes — switch the unit off. It is usually a blocked drain rather than anything catastrophic mechanically, but the water damage it causes to gypsum ceilings is expensive and keeps getting worse while the unit runs.
No. We service the fan coil unit inside your apartment. Central chiller plant and district cooling infrastructure are the building's responsibility, and your management company holds the contract for them.
